In last week's blog, I provided some analysis of the impact of real time pricing in Chicago. The results looked very promising but I caveated my findings with the reality that I did not have access to the various charges that ComEd would add to a real time users bill. With thanks to Jeffrey Greenspan, I have been able to remedy that flaw in my analysis and as you might expect, the addition of these charges changes the picture dramatically for the worse from the consumers perspective.

The Illinois Smart Grid Collaborative, facilitated by Erich Gunther of Enernex has been working to develop a strategic plan, policy recommendations and cost benefit analysis for Smart Grid deployment on behalf of the Illinois Commerce Commission. In the process they have created an invaluable resource for helping the ICC evaluate Smart Grid proposals from utilities within its jurisdiction. The document also provides important clarity for the public debate about Smart Grid benefits and societal impact.

In last week’s update, I wrote about how the City of Naperville IL was doing all the right things to obtain and retain consumer buy-in as they continue to apply technology to improve reliability of their municipal utility grid and accelerate its completion with help from a Smart Grid Investment Project grant under the ARRA stimulus funding bill. As promised, this week, I provide a technical summary of this project including some details of how distribution automation and VOLT/VAR optimization actually work.

With all the negative press surrounding BG&E’s Smart Grid proposal that was rejected by the utility commission in Maryland and vocal concerns about privacy, heavy-handed utility control and escalating utility bills attributed to smart meter and demand response programs, it is refreshing to look at what is happening in Naperville IL where the municipal utility is setting the bar high on technology implementation, fiscal responsibility and consumer engagement. This may be the model that needs to be replicated across the country as more utilities move forward with Smart Grid plans of their own.

What are the factors that determine the economics of renewable generation? How can a technology like wind or solar that requires no fuel be less economical than technologies that burn vast quantities of fossil fuels. US electric utilities consumed almost a billion tons of coal at an average cost of $43.79 and over $50 million barrels of petroleum based liquid fuels at an average cost of $60.67 a barrel in 2009. Of course the reality is much more complex and the economics of power generation involve many factors. This paper attempts to highlight some of those factors and present an understanding of the reasons why we are going to continue to see a large percentage of our energy supply derived from fossil fuels for the foreseeable future.
